iphone 12 taking too long to activate

My iphone 12 has been stuck on "it may take a few minutes to active your iPhone" for 1 hour and 40 minutes. I am using the quick start and transferring via a strong wifi from old phone to new phone.

I had a similar problem but Apple Support resolved the issue. Connect your iPhone to your computer. Go to the Finder and select your iPhone. This will walk you thru the activation process. (Assuming your running newer system without iTunes.)
