turning off new iphone se

i have created a fingerprint but not a passcode...instructions seem to suggest i would be asked to create a passcode first? I have not turned on touch id or passcode so can i turn off phone and be able to turn it back on and regain access to it?

You cannot enable/setup Touch ID, without first creating a passcode. If you are able to use Touch ID, you must have created a passcode. The "instructions" you refer to are correct!

Yes, if you have not setup a passcode or Touch ID, then you (or anyone else) can turn the phone off and on, and gain access to it!
