How do I set up when icloud can do a back up ?

You cannot set up a schedule. Your iPhone will make a successful backup on iCloud when your iPhone is connected to a WiFi Network and it is connected to electrical power and is charging. Once it creates the first backup file then it will create another approximately 24 hours from then and so on.
As you may already know, you can also create an iCloud backup file manually. This is done by opening Settings ➔ Apple ID (Your Name at Top) ➔ iCloud ➔ iCloud Backup : Here you can manually force the backup file creation on iCloud. You must be connected to a WiFi Network to do so.
