i tried deleting snapchat but it wont let me. And when i go to the app store to try to reinstall it all it says is “open”, as if i never deleted it. And it wont even open. Please help. Think it crashed

you probably just 'removed' the app, not deleted it
You could confirm this by swiping left until you get to the App Library. Pull down to see an alphabetical list of your apps, locate snapchat. If it's there, it's not deleted.

alternatively you can go to Settings > General > iPhone Storage, find snapchat and and delete it from there.
