Wallet app

I bought an iPhone 8 two years ago (it’s a demo phone) and it functioned normally but their was no “+” button in the wallet app to add debit/credit card. Now I got an iPhone 12 pro and it has the same issue as my previous iPhone. Any suggestions on how to get the “+” button in wallet app.
