Unable to verify AppleID on new iPhone 11 pro

Can't verify my Apple account on new iPhone.

Can login from a windows computer and changed the password 2 times after selecting close all devices with this Apple ID???

2 factor authentication is on and receive 6 digit code each time.

iPhone 11 Pro, iOS 14

Can't login my appleid on an iphone4 I fully know typing the verification code after the password already. Did that but it will always say, password is incorrect after. I am 100% sure it is the correct password followed by the 100% correct digits from the verification code sent to my trusted device which is an iphone6s. I have repeated this a thousand times already. Typing the pw then then code , it will always say it is incorrect, then immediately after there will be a new code sent on the 6s. This is absolutely so boggling. Please help. Just any other way , and why?
