Using Apple Watch to monitor an elderly parent.

I want to monitor an elderly parent’s Apple Watch with my phone. With a Series 6 watch I’ve tried Family Sharing, connecting his watch to my phone, but it doesn’t offer features like oxygen levels and is awkward to monitor. What I really need would be his watch paired to his phone but notifies me if there’s a fall or irregular heart issue. Is something like this available?
