Cannot receive SMS messages on iPhone 12 Pro activated on AT&T

I activated two different iPhone 12 Pro lines yesterday and all phone functions are working except for receiving SMS text messages. I have done all of the AT&T suggestions including toggle Airplane mode, restart phone, reset network settings, log in and out of iMessages, remove and reinsert SIM card, AT&T network refresh signal. No SMS received on either phone.
