Apple TV+ ROMANIA

It’s been a year since Apple TV + launched in 100 countries, except ROMANIA. Meanwhile you announced Apple One subscription and nothing new about Apple TV + subscription in my country. Not to mention that ROMANIA it is better rated in any field than some countries where it is available. Furthermore there are a lot of Apple users who pay for Arcade, iCloud, Music etc. and purchase Apple products which came with free Apple TV+ subscription but they can not use it.

How do you implement Apple One without Apple TV + availability ? Or just do not in ROMANIA ? Or worst charge same amount of money but without Apple TV + ?

Which are the criteria according to which Apple TV + is available in some countries and in others not ?

Since all other services like Music,Arcade,iCloud, Apple Pay are available why Apple TV+ is missing ?
