How can I fix my iPad it crashes and opens apps without my input and right now safari has several bugs opening certain web pages for example, https://microsoft.com. Any other web browsers or search engines that work on ios 9? Help asap would be appreciated.

The 1st gen iPad Mini is an over 8-year old iPad.
There is nothing to be done.
There are no more third party apps that support iOS 10 or earlier, any longer.
Virtually ALL third party iOS apps have moved on to iOS 11/12 and later iPadOS versions for which your 8-year old iPad Mini does NOT support
Time for a new or much newer, used iPad midel.
