Only using Apple Watch with no iPhone

Can a cellular enabled series 6 work with a paired iPhone that is not cellular enabled? If so, is it possible to transfer my cellular number from my iPhone to the series 6 watch?

To activate cellular on a cellular version of the Apple Watch, you need to have an active cellular account on your iPhone. The Watch does not have its own number, it uses the number and account from the iPhone and is part of that account. You cannot activate the Watch without the iPhone being active with a number. The Watch always uses the cellular number from the phone.
