Received iCloud full message. I'm on 2TB plan. Deleted and moved a lot of files over 200GB on my Mac and through web Browser. The storage won't update even after deleting "Recently Deleted" folder. Is this a problem on my end or Apple's server? Can someone at Apple update the settings?

How do I archive rest of iCloud(photos, backup & family) storage besides iCloud drive?
I tried downgrading to 200gb plan. My photos are 164gb and backup is 26gb and Family is 70gb. Not enough storage...
I view iCloud drive in Safari, there is nothing there. Yet storage takes up 1.74TB on the settings.
I moved all of iCloud drive files and still wont update to give me space.

I have over 200gb therefore cannot downgrade from 2 T to 200G plan.
Why can't apple update their server and give me the space on the deleted files?
select the documents from finder > iCloud section > documents , use get info for each document , if they are of no use right click on them and move to trash , empty the trash .
There is nothing in iCloud doments folder. Trash is emptied. Yet the server won't update to give me the space.
Documents folder is empty in my phone, empty on my computer.
iCloud storage won't update after deleting a lot of files.
