My iCloud keychain shows that it cannot be locked. How can I fix this?

I have recently noticed my keychain giving me a "iCloud keychain cannot be locked" notification. How do I correct this?

Can't turn off iCloud Passwords & Keychain on my iPhone or any other Apple device I can't seem to turn off iCloud Keychain. When I select to turn it off, it asks me do I want to 'Turn off iCloud Keychain?' and says it will turn it off on all my devices running iOS 8 and OS X Yosemite or earlier. I select continue and then it prompts me for my Apple ID password which I enter and it is approved, however Keychain just remains turned on. I have tried to disable Keychain on both my iPad and Mac mini and they both give me the same error. Please can someone help I have been trying for hours to fix this and it is really frustrating. Thank you.

ICloud Keychain Hi guys, when I go to turn on iCloud Keychain, I toggle it on, it immediately turns it self back off and provides no explanation or on screen instructions. How do I fix this?

I'd see if Sys Prefs>iCloud, unchecking iCloud Keychain has an effect.

Might work backwards from this opposite problem...
