It means you are trying to install a version of iOS that is not the most recent version for your model phone. The only version you can upgrade to (as of today) is 14.1.

It usually means that either the phone in question has been jailbroken or the computer being used has been used with a jailbroken device and iTunes cannot contact the iTunes server.
