I need to make it higher
The rear camera is quite capable of producing a file to be printed at 3” X 4”, assuming the crop hasn’t been too drastic. Typically, you would need an image that has approximately 200 pixels per inch of print. So for your 3 X 4 example, you would need an image that is ~ 600 X 800 pixels (as a minimum).

I want to publish a photo and am told the resolution is not high enough. Further research, I am under the impression I need an app to change the individual photo but was hoping there is some way to change it on the phone so that all pictures are a higher resolution.

Is it a photo taken with the rear camera?
Has it been cropped? Or otherwise edited?
At what size are you planning to print the photo?
Rear camera, cropped and to be published in a neighborhood newsletter so they will choose the size. Current sized to 3” x 4”.
