Why no on-water option for the rowing activity?

Does anybody know why Apple doesn’t allow for an on-water option for the Apple Watch rowing activity? It only supports Erging but cannot track your course and HR on the water. For cycling and running there are both indoor and outdoor options so why not for rowing?

I tread water for an hn water workout to monitor. What workout would be best for treading water? I have looked in other workouts and the water fitness one isnt going to cut it. Apple watch need to put a treading water workout. I tread water for an hour often in a pool. I have tried several different workouts to track my exercise. Indoor swim, other aerobic water fitness and open swim. Open swim is what I find tracks best and I just dismiss the distance. There is no treading water workout and I am wondering which would be best for tracking my workouts? Apple needs to add a treading water workout!

Swimming on open water Apple Watch's flaw swimming on open water! If you swim breastroke and kepp your arm under water the GPS does not detect the distance and does not update it when the arm comes out of the water. You swim 2 km and Apple Watch can score 1.3 Km! Garmin in this case wor best beacause update the distance when the arm comes out of the water! On need an upgrade!!!!
