iCloud Storage Issues

I have deleted documents directly from iCloud storage and it still shows that my iCloud is full. I have cleared the "recently deleted" files. Once i sign out and sign back in documents that were perviously deleted return. How do I clear my storage?

Can't delete from iCloud Hi, my iCloud storage is displaying that it is full. I have tried deleting everything possible from icloud storage.
