I want to be able to contact to sets of AirPods to the Apple TV
someone suggested this was possible when airplaying from an iPad or iPhone.
I paired both sets of AirPods to the iPad, we could both hear the same thing, but when I connected the iPad to it l the apple-tv, it discounted both pairs of AirPods and played audio from the tv.

No, that is not how it works. You pair the AirPods to the Apple TV, then select one of them as audio output in Apple TV Control Center, and then add the audio sharing one to that in the same menu.
