Preference Error: Could not load Security & Privacy preference pane.

Before updating to macOS Catalina 10.15.7 on my Mac mini (Late 2012), every preference pane worked, and I could access the Security & Privacy section.

After updating, I get the message "Preference Error: Could not load Security & Privacy preference pane." I tried opening some of the other panes, and some of them don't work either.

I tried going into safe boot mode and restarting but that didn't work.

Any ideas on how I can fix this problem?

You have already performed some great trouble shooting so far. Let's also use Disk Utility to see if a disk repair helps:
