I have received about 20 phone calls from different phone numbers within my area code with a recording that my iCloud account has been compromised and to hold for an Apple representative.
is this a scam? I looked at my account on my phone and doesn’t look like there is an issue. I’m getting a call about every 5 minutes or so since 5:30 today.

Apple does not make such calls.
All such calls are scams from criminals attempting to steal your personal and financial information. The callers will often use number spoofing to pretend they are calling from a legitimate business. The correct course of action is to ignore the calls or hang up on them, repeatedly if needed.
