I have been trying to replicate something similar given in the link below but with Apple Numbers. I am not a developer or understand coding for apple script.

This is a bit of a hack but does similar to what you describe:
Copy-paste into Script Editor (in Applications utilities). Select the cells in Numbers with the hex values and click the triangle <run> button. (Make sure Script Editor is listed and checked at Security & Privacy > Privacy > Accessibility.)
