Is it safe to charge iPhone 12 with the 5W charger?
Is it safe to charge iPhone 12 with the 5W charger? Or will that damage the phone's battery?

It is safe, but it will be slow. All Apple power sources and cables are interoperable. The one exception is that you can’t charge an iPad with the 5 watt USB cube. It won’t do any harm, but it won’t charge either.
