COUNTIF equal to cell value syntax

Hello!

My aim is to set condition of the COUNTIF function to be equal to a value in a certain cell.

To do so, I first insert to test-array values, but when I'm trying to insert "=cell coordinates" into condition, a significant number of extra punctuation marks appears – quotes and semicolons, as pictured below:

This leads to either "COUNTIF requires 2 arguments, but was given 4" error or "The formula contains a syntax error", when I'm trying to erase some of these symbols.

So I guess that I just don't understand the right syntax to use cell as value in such conditions. Can you text a right one?

Please help,

Ivan
