Hello, sorry for bothering but my country (Lebanon) doesn't have a postal code which will not let me download anything from the apple store. Can i please get help?

For verification, it sounds like you're unable to add a payment method to your Apple ID because of the postal code. Is that correct? Are you able to Change, add, or remove Apple ID payment methods using a different device? If not, we recommend that you get in touch directly with Apple using this link: Get Support
