How to resume the iCloud photo uploading?

The photo uploading process to my iCloud seems to stop at 1% for a while now.

It hasn't even goes up even after 2-3 days.

How can I ensure uploading all the photos to iCloud?

My photos are no longer backing up to my iCloud storage because it says “iCloud Storage is Full” or something like that. Photos not uploading to iCloud (stuck at 1%) Hello, I am trying to upload my photo library to my iCloud storage, but the pictures will not upload and it says my usage of iCloud storage is 50 GB of 200. It then prompts me to upgrade to 2 TB whilst saying my storage is full. The progress of the photo uploading is stuck at 1%. What is causing this, and is there a fix? Thanks!

Try taking the device out of Low Power mode and connect it to power.
