Replace Back panel off iPhone XR

Back panel cracked, customer support and Icare people said has to replace the phone by paying 75% of the cost but a local technician did it with 3000₹, why Apple is unable to do it.

Posted both photos. Before and after replacement. Why customer has to spend 44k when it can be done in 3k.
