I tried to purchase Final Cut Pro from my Macbook Pro, but I cant change the billing on my current personal account. I am going to buy the FCP on my company. Do I need to create a second apple ID for my company? If so, where can I do that?

You can create a new Apple ID for business.
Apple ID - Could Not Create or Could Not Set Up iCloud message.
You can try setting up Family Sharing between the IDs if you want to be able to share purchases made with the IDs.

It's just me in the company, I just want to buy FCP on my company card, so I need to put the business address etc and from my personal account I'm not able to do so. I guess I need to create a APPLE ID on my business information and then buy it from app store through that ID?
The problem is I can not find any sign up for business account only personal :P
