Has anyone found a program that will work with 10.13.6 High Sierra?

Use Microsoft and Avery:
The upfront workaround - though it might take a few tries getting used to - is to use Microsoft Word, and then use Avery Greeting card sheets.
What you Need:
You would get MS Office 2016 for Mac at Amazon, and the greeting card sheets at your local retailer.
That is how I always make these.

Swift Publisher 5.5 in the Mac App Store has a free trial from their website, training videos, and includes both vertical and horizontal blank greeting card templates. The application comes with all the tools necessary to make impressive greeting cards.
Mac App Store. Search for Greeting Card.
When you find an interesting application, scroll down past its ratings and reviews (You should be picking the highest star rating app), until you come to Compatibility. If it says Works on this Mac, that will be a good sign, especially if you are on High Sierra. Also, clicking that Works on this Mac text will reveal the versions it does work on.
Some vendors provide a free trial of their application from their website.

Go to a Local Retailer:
Visit your local retailer seeing what they have on the shelves. Read the compatibility that is shown right on the original packaging.

I am sure if you do an internet search, you may find several ones along with their costs.
