I have bought my brother in laws iphone8 and he says he’s went into his iCloud and taken that phone of his iCloud but when I go into the phone it keeps asking me for his username and password and won’t let me continue 🤷🏼♀️ What does he need to do to clear his info ...I have reset

He does not necessarily need to re-insert the SIM card and re-login, but he will need to carefully review the 8 points under the title - 'Remove your personal information from your old device' in the link I provided above to determine what exactly he didn't logout of.
Do you know if he did logout of Find My?
So would he put his sim back into the phone and then erase in the settings or does he have to log into iCloud ?
