I have tried to change to another language in the Chrome App than set in Settings > General > Language & Region on my iPad mini 5 with 14.1 version, but not working.
It seems iOS does not support different languages in the Apps, every App should use the language from the General Settings.
This is really strange and no problem in MS Windows.

There is a language setting in Settings > Chrome, but still uses the language from Settings > General > Language. I don‘t think there is an App issue.

I have no problem in my iPad mini 14.1 running Notes, Pages, Safari in French while my iOS is in English. Chrome does not work, however.
Could you verify that you cannot run those standard Apple apps in English on your (German) iPad?
Do you have other apps which do not change their language when you change it their Settings?
What language are you changing things to?

> App > English

Go to Settings > Chrome and see if there is a language setting there.
If not, of if it does not work right, you should contact the people who make that app and ask them to fix it. Nothing to do with Apple I think.
Change language in the Chrome App not working
