No “add to home page” action items

what am I missing - I haven’t seen it lately - please advise - thanks using iOS 14.1 same issue w/last version. IS it a setting somewhere to get it on action lists?

Might restrictions be in the way?

Check Settings > Screen Time

Doesn’t seem to be. I turned it off anyway (it might have been off already, not sure)
