iCloud problems with Pages, Numbers, & Keynote

For all three of these apps I get the message "Choose New Location for Pages/Numbers/Keynote documents. When I select Choose New Location I cannot use iCloud in my settings app. This doesn't happen on my iPhone or my MacBook. It only happens on my iPad. Screenshots are attached for convenience. Any help is greatly appreciated. Thank you.
