You need an iPhone 6s/6s Plus in order to update beyond 12.4.8.

You need an iPhone 6s/6s Plus in order to update beyond 12.4.8.
Because it doesn't have enough RAM to run 13 or above. Apple only released 12.4.8 for units incapable of 13.
