VPN settings disappear from menu

Hi,


We have some issues with VPN settings disappearing from the menu, it worked fine the day before and next day the VPN is gone and a reboot of the computer does not solve the issue.


When they click on the VPN icon it says VPN is not configured and if they Open Network settings the VPN settings is there, but orange. They can't connect to VPN from that views as the users aren't local admins.


If I open up the Network settings as admin and uncheck the "Show VPN icon in menu" and then check it again it shows up in the menu.


All users got an MacBook Air and Catalina 10.15.7


Any advice how to solve this issue?
