Have just confirmed the following: the action of using Mac Mail to assign a sender to Mac Mail's Junk Folder is correctly translated, via IMAP protocol, to a Gmail account (i.e., logging directly into the Gmail account reflects that same sender residing in Gmail's Spam folder). However, attempting to reassign that sender to be "Not Junk" in Mac Mail DOES NOT translate back to the Gmail account. One is required to log directly into the Gmail account and reassign the desired sender as "Not Spam" in the Gmail Spam folder in order to prevent that sender from showing up in Mac Mail's Junk folder going forward.

When it does go to Junk, Mark as Not Junk. Mail will learn not to consider as Junk
Crazy deal on Apple's part, but when viewing Junk folder the Mark as Junk icon turns into a Mark as NOT Jink icon...

Thanks much! I think you may have pointed me in the right direction, though through a different destination than the one you called out. I am using the Mac Mail app to process a Gmail account via IMAP protocol. Your iCloud suggestion guided me to Google's Web Mail spam folder where I was able to select the desired emails and toggle "Not Spam," at which point those emails appeared in my inbox within the Mac Mail app. I feel fairly confident this will solve my issue and will report back when confirmed.
Once upon a time, there was a fairly obvious method for marking as 'Not Junk.' It is no longer so obvious. I just now looked high and low and cannot find any option for marking an email as 'Not Junk.' Any insight on where that setting resides in the latest Mail app? Just moving the mail into the inbox doesn't seem to be sticking?
So to be clear, there is no longer a manual 'Not Junk' setting?
Will give your described method a try. I had been manually dragging unopened emails from junk folder to inbox with no apparent success, but lately I had been Control Clicking unopened emails in Junk and selecting "Move to In Box" from the drop-down menu, This probably accomplishes the same thing as what you describe above. I guess I'm still at the mercy of the nebulous "multiple-count" function to do its thing. Sigh…

What you mention is basically the same as the advise given. Interesting though, for messages that do arrive directly to Inbox and user deems it a Junk, there is an option to Mark as Junk but not the reverse ( arriving in Junk but no Mark as Not Junk.)

Followup: It's been nearly a month and numerous instances of my selecting the desired post and clicking Not Junk icon as described above…and still they arrive in the Junk folder. It is not learning as we supposed it would.
I hope it works! I am also using Apple Mail as IMAP with gmail and I had previously checked my spam setup at google and tried to make sure that google was not marking ANYTHING as spam so that Mail could handle that chore alone. That didn't help for me. I also had Mail turned off as an iCloud app. What I finally changed that seemed to help was the second iCloud mail setting that's more hidden, that I had guessed (apparently incorrectly) was only for storing account credentials, preferences, and rules across devices. Apparently I was wrong about that. I'm really not clear on what the two different iCloud mail settings cover. I probably don't understand Gmail spam as well as I should either. Good luck !
Yes, & the tiny down arrow in the Junk icon turns into an up arrow!
Interestingly, I have a tiny x instead of an up-arrow on the normal Junk icon (however, it does change to a down arrow while in the Junk folder).

With Mail Open >> Toggle "Mail Box List" open. Go to Junk folder and click on Junk Message. Notice at Top of Said Message Move to Inbox. That is telling Mail this message is NOT Junk. After a few times that specific Senders message will no longer be automatically put to Junk.

I just verified that, when you set your custom toolbar to display "Icon and Text" (which mine wasn't) it does indeed change to Not Junk. Interestingly, when you hover over the "Not Junk" icon, the tool hint reads: Move Selected Messages To Inbox.
