When I go to setting on iPad, I see it is labeled as "Bobs iPhone" Why?

Sometimes visibility of a device name-change can take a little time to ripple-through iCloud. This delay, should it occur, can usually be eliminated by signing-out from iCloud - and then signing back in.
Your iPhone and iPad names are set respectively on each device - here:
Settings > General > About > Name - set the name that you would like to use
When viewing your devices that are signed-in to iCloud, each device should appear using the name that you have configured in your iCloud device list:
Settings > [Your Name / AppleID] - scroll to the bottom of list to see your signed-in devices
Unfortunately that doesn't seem to help. I'm signed into both devices, both devices have individual names, but on my iPad when I go to Settings->ID, my Apple ID still shows as "Bob's iPhone"
