Your iPad will not be able to download or install iOS 12.4. The currently available iOS version for your iPad mini2 is iOS 12.4.9.

You may need to force-restart your iPad to cancel download of the 12.4 update - prior to attempting download of iOS 12.4.9.

  • On an iPad with a Home button: Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
  • On an iPad with Face ID: Press and quickly release the volume up button, press and quickly release the volume down button, then press and hold the top button. When the Apple logo appears, release the button.

See this pararaph:

Remove and download the update again

If you still can't install the latest version of iOS or iPadOS, try downloading the update again:

  1. Go to Settings > General > [Device name] Storage.
  2. Find the update in the list of apps.
  3. Tap the update, then tap Delete Update.
  4. Go to Settings > General > Software Update and download the latest update.

If you don’t see the update in the list of apps or if the issue happens again, you need to update your device with your computer using Finder or iTunes.
