Sorry, but if your iPad Mini has been stuck all of this time on iOS 9, then you own a 2012 iPad Mini 1 and NOT an iPad Mini 2,

An iPad Mini 1 cannot be upgraded any farther than iOS 9.3.5.

The iPad Mini 1 is now over 8-years old and is complete unsupported now for nearly the past 3 years.

If you want an iPad with a much higher iOS version, then it is time to seriously consider a new or "newer", used iPad model capable of running the latest iPadOS 14 and later.

Sorry & Best of Luck to You.

The tags appended to your post suggest that you declared having an iPad mini2 - yet you mention that iOS 9.3.5 is installed on your iPad.

Having iOS 9.3.5 installed implies that you actually have a first generation iPad mini (WiFi Only) - and not an iPad mini2. This misidentification is not an uncommon mistake.

A very old first generation iPad mini can only be updated to iOS 9.3.5 (WiFi Only models) or iOS 9.3.6 (WiFi & Cellular models).

Apple ended update support for iPad mini in September 2016. iPad mini1 cannot be updated to iOS 10 or later major versions of iOS, as the internal hardware does not meet the minimum technical requirements for new versions of iOS/iPadOS. This limitation cannot be bypassed - in addition to which, iPad mini is a 32-bit architecture device, whilst all recent versions of iOS/iPadOS are designed for 64-bit hardware platforms.

By contrast an iPad mini2 and mini3 are similarly limited to iOS 12.4.9. For these models of iPad, Apple ended major update support in September 2019. Since then, there have only been a few “point” security updates.

You may wish to consider that compatible Apps for your iPad are increasingly difficult to find - as third-party developers are increasingly dropping support for older versions of iOS preceding iOS11/12/13. As older versions of Apps are removed from the Apple App Store, you’ll not be able to (re)download or install them. As such, if you want or need to access most current Apps, requiring more recent versions of iOS, you’ll need to consider replacement of your iPad with a newer or current model.

I hope this information provides helpful clarity as to your available options - and the limitations of your current iPad mini.
