I am on private wifi, in a house.I have attached a photo of the issue. I am worried about being hacked or monitored. This random PC is showing up. What is it? And how can I be certain I am not being monitored?

The icon is that of a Windows PC advertising sharing services. It is not an indication of being hacked or monitored.
Unless you are in possession of its login credentials cannot access that PC any more than it can access your Mac.
Yet you are using "Google Drive". Are you not concerned about it being hacked or monitored?
