"Intercom Could Not Be Delivered."
When I'm in office, I've tried to send messages to my Homepod at home by Intercom via iPhone but a message stated "Intercom Could Not Be Delivered." was prompted up.
Why? How can I solve this?

I've just successfully sent a message, and received a reply, while my phone had Wi-Fi and Bluetooth switched off, so I think it is supposed to work over cellular, assuming you have the right settings in place. Try Home > Settings > Intercom > Anywhere.
I haven't been able to test while connected to a different Wi-Fi network. I think it might freak my wife out if I tried it unexpectedly while I was at work!
See Use HomePod as an intercom - Apple Support for more.
