Yes. Windows Media Encoder is your friend.
I wrote up a blog post with how I did it (
http://tinyurl.com/28xfbdy[) but in short, I created an archive quality MPEG-2 program stream (35 Mbps). That file can then be opened by Windows Media Encoder and you can encode it however you want.
The other really easy option if you bought before they went out of business - VisualHub will convert directly from a QuickTime file to Windows Media.
