iPhone 7 recall

Does anyone else think it’s wrong that Apple will not fix their hardware problem for NO SERVICE recall unless they pay for a cracked screen fix even though the phone was working fine with the cracked screen until the NO SERVICE hardware problem came up? I was told it was a safety issue and not an impairment to doing the repair. 150$ to replace a fifteen dollar lcd digitizer? On a phone that is almost obsolete that was working fine until the no service issue. Got my phone back after cancelling repair I wouldn’t pay for and now it doesn’t work at all. Thanks Apple!!!
