how can I sync apple books notes with windows
is there a way where I can sync my apple books notes to some app or to windows pc

Books puchased in Apple's Book Store cannot be read on a PC, only on an Apple device. I think it says that on every purchase page. To read on a PC you should get books elsewhere, like Amazon. Those books can be read on an Apple device via the Kindle app.
