There is no way to turn this feature off. I’m within my 15 day return window and am considering returning my iPhone for an Android device.
The only possible work around is to change the device type from headphones to speakers in the Bluetooth settings.
Apple needs to restore the option to the device owner to enable/disable this feature
By changing it to ‘speakers’ is the fix as you specify
So job done!

That is precisely how Apple did restore your option to turn it off two updates ago.
You will find similar features on the dark side (droids)
Go to settings>health>Data access and devices>select device desired>Headphone audio levels>edit>delete all, ive found this is the only way to do it and you have to do it everytime that message pops up and it’s very annoying but it works at least

I have a subscription that I throught was free and now their is going to be a charge also I want the headphone safety removed
Look at the post above yours for Bluetooth devices.
With wired headphones and Apple headphones it cannot be removed.
Can’t disable this in UK, Android do something similar every so on they reduce the volume and you have to manually increase again, anyway I went into the Bluetooth settings for my headphones and changed the device from headphones to other…. Stopped the pop ups for me

if you using bluetooth device as a headphone, go to the device edit settings and change from a headphone to a ‘other’ device type.
This works. It shouldn’t be hidden like this imo
I tried this and my headphone are still too low.
