How to download updates on cellular?

Public wifi’s I find are usually around 30mbits and my cellular 4G is usually around 80-100mbit.

There is nothing for Apple to fix, it has always been this way, since IOS 5 came out.

In order to update over the air, you need to connect to wifi not cellular data.

Are you saying that you have no friends or family that has wifi at home for you to connect to, to update your ipad?

You will need to update with wifi becomes available for you to connect, that is the requirement to update over the air.
