My iPad wAs stolen but is still offline and find my device is off. Is there anyway that apple can connect to my iPad and track it. It a $1000 tablet! If I have all my sign in info, there’s nothing they can do to turn that on for me or help me find it?

FYI: One cannot switch Find My iPhone/iPad ON remotely.
