iPhone doesn't ring when the Apple Watch does ring.

Series 5 Apple Watch with iPhone Xs Max. When both phone and watch are in my home, with Wi-Fi and cellular available. Watch not on my wrist, but on a countertop. Occasionally the watch will ring in the distance, whereas the iPhone doesn't ring or even recognize an incoming call. Is this normal? Can it be corrected so the iPhone recognizes and identifies the call? I know that the watch can receive and make calls by itself when the iPhone is not nearby, but when they are together, the watch predominates. Is this expected?
