Apple Watch stuck at update on activation

Trying to pair and activate a Watch Series 3 to my iPhone which is fully updated but every time the activation sequence is stuck when on the Software Update section. The iPhone will show that it's checking for software updates and then move to "watchOS 6.1.1 Your software is up to date" and never move on from here.

I have:

Reset both my phone and the watch several times

Checked for any updates for my phone, and it is currently up to date

cancel activation and attempted to reactivate several times

Nothing seems to be working to move this process along and it's beyond frustrating for something that costs so much money.
