When I create a new message, I click on the app icon, I scroll all the way to the right until the elipsis icon (more), and the "monkey" animoji item is not listed under Favorites or More Apps therefore not allowing me to use animoji's.

Your documentation may be inaccurate. As stated I have an iPhone SE (2020) and sense posting this, the feature is once again available on my phone.
