Make touch screen stop editing home screen icons

Hi. When you touch an app/icon and hold it a screen pops up offering "edit home screen".

If you tap it, the icons wiggle and you can move them.

You can also get the icons wiggling just by touching anywhere on the screen for a second or so. How can I turn this off so it does not do that - making icons wiggle just by touching screen?
